After high school, Hugh went on to the University of Nebraska-Lincoln where he received his Bachelor of Science and graduated in 1969. Later, he went on to earn his Juris Doctor from Creighton University School of Law in 1983. While High was a student, he became a member of two fraternities: Sigma Alpha Mu and Phi Alpha Delta. Sigma Alpha Mu's heavy emphasis on social service and leadership played a key role in the values that influence how he practices law today. Likewise, Phi Alpha Delta — a law fraternity —- inspired Hugh to practice law with a dedication to integrity, compassion, and courage at the core.

Two years after graduating from law school, he was admitted to the State of Nebraska Bar Association and was also admitted to the United States Court District of Nebraska Bar Association and the United States Federal Court Bar Association.
